Administrator says extra costs not anticipated locally with management team’s departure from Westlake

With 18 members of a management team shared by Casey County Hospital, Westlake Regional Hospital in Columbia, and Jane Todd Crawford Hospital in Greensburg drawing salaries from all three facilities, some are now wondering if Casey and Jane Todd will have to pay extra now that these people have left Westlake.
Rusty Tungate, who served as Administrator and Chief Executive Officer at Westlake for 30 years, left the Columbia facility on Jan. 31, with 17 others resigning along with him.
Tungate is now splitting his time between Liberty and Greensburg, as are the other employees.
At the Feb. 8 meeting of the Casey County Hospital’s Board of Directors, one of about 15 Casey Hospital employees who attended the meeting, raised questions about those finances, and the split among the facilities for the management team’s services.
As he did at the meeting, Tungate said on Thursday that nothing has changed regarding the management, or employees, at the Casey Hospital since his departure from Westlake.
“The same people are here that were here before. They’re just seeing us more because we’re at two places instead of three,” Tungate said.
The Casey County Hospital district, which includes the Casey County Primary Care Center and Casey Family Practice, employs approximately 220 people, including the management team.
As far as the management team, Tungate said those employees have always been classified as full-time at one of the facilities for the purpose of benefits, even though most worked at all three facilities.
“Half of them will (now) be full-time (at Casey) and half full-time (at Jane Todd),” he said, adding those employees typically work between 50-60 hours a week, and even do some of their work at home. He also pointed out they are on-call 24 hours a day.


Tungate said when the resignations from Westlake occurred on Jan. 31, he did not realize most of the team was planning to resign also, including his three sisters — Alice Borders, Betsy Dudgeon and Lottie Shaw.
Tungate said he drafted a resignation letter, turned in his keys, and left. When he looked up through his rearview mirror on the way to Casey, he said he saw a “convoy” following him.
“I’m glad to have that support,” he said. “Some of these people have been with me 30 years.”
As far as payroll, Tungate said losing the contribution from Westlake will add about $9,000 to each payroll from the other two facilities. However, 85 cents of every $1 will come back from Medicare and Medicaid reimbursements.
“We will find a way to make up the difference another way,” he said.
Regarding insurance, Tungate said there are some instances of the district losing money when it comes to being reimbursed by commercial insurance carriers, but he also noted the Casey district is “doing OK” financially.
However, even with a new hospital, and a new adjoining administration building, Tungate said the facility still lacks space.

When there was a change in billing procedures last summer — (collections had to be generated from each of the three facilities, and not just Westlake) — Tungate said there was nowhere to put the seven or eight people needed to do the job.

The board agreed to lease space in Abe’s Plaza on Hustonville Street at a cost of $1,000 a month. Tungate said those employees are still working there.
